It does make catching people quickly that much more imperative.

That's the question, isn't it?

One option is to take matters in our own hands. However, that puts other lives at risk, and it's a needlessly cruel move if he doesn't intend on killing further.

Another is to vote for him at trial, but then we'd have to somehow reveal this to the public.

And another option, of course, is to do nothing at all.
